Security Council meetings on the Middle East today

The Security Council is meeting this morning in its 6962nd meeting, for a meeting on the situation in Libya.
This afternoon, there is a closed consultation on the seventeenth semi-annual report of the Secretary-General to the Security Council on the implementation of Security Council resolution 1559 (2004), (S/2013/234) related to Lebanon.

Progress report on peacebuilding in Liberia
A second progress report on peacebuilding in Liberia (PBC/7/LBR/1) has been issued today.
The present report, which reviews progress in the implementation of the
outcome document (PBC/6/LBR/2) and the priorities identified in it, covers the period from 1 August 2011 to 30 September 2012, and focuses on the main advancements and challenges that emerged during that period. Efforts to fulfill the commitments contained in the statement of mutual commitments on peacebuilding in Liberia (PBC/4/LBR/2) slowed during the presidential and legislative election process, and the subsequent formation of a new Government. However, during the first six months of 2012, there was a new focus in the efforts made by the Government of Liberia, in collaboration with civil society and the United Nations, to make consolidated progress in implementing the commitments.

New disarmament publications available
The United Nations Institute for Disarmament Research (UNIDIR) has produced some new publications. The Institute generates ideas and promotes action on disarmament and security. Based in Geneva, UNIDIR is centrally positioned to assist the international community in developing the practical, innovative thinking needed to find solutions to the challenges of today and tomorrow.
New publications can be found on their publications website, and include “The Private Sector, Peacebuilding and the International Anti-Corruption Agenda”, “A New START Model for Transparency in Nuclear Disarmament: Individual Country Reports”, “The Role of Norms of Behaviour in African Outer Space Activities”, and Building Peace and Stability through Economic Reconstruction”.
Audio files of most of their seminars are also available, including Practical Steps towards Transparency in Nuclear Disarmament (23 April 2013, Geneva), Space Security Conference 2013: Enhancing confidence, securing space stability (2-3 April 2013, Geneva) and The Role of Norms of Behaviour in African Outer Space Activities (7–8 March 2013, Addis Ababa).

Security Council Meeting on Situation in Côte d’Ivoire

The Security Council is meeting this morning, at its 6947th meeting, to discuss the situation in Côte d’Ivoire and the Special Report of the Secretary-General on the United Nations Operations in Côte d’Ivoire (S/2012/196).
The present report is submitted pursuant to paragraph 22 of Security Council resolution 2062 (2012), by which the Security Council requested an assessment of the situation in Côte d’Ivoire and for a special report to be provided with recommendations on benchmarks to measure and track progress towards the achievement of long-term stability in Côte d’Ivoire; recommendations on possible adjustments in the structure and strength of the United Nations Operation in Côte d’Ivoire (UNOCI); options to reinforce inter-mission cooperation arrangements between UNOCI and the United Nations Mission in Liberia (UNMIL); and an update on the implementation of the UNOCI protection of civilians strategy.

Security Council Meeting on Peace and Security in Africa

Security Council - Situation in Sierra Leone
The Security Council held its 6942nd meeting, March 26 2013, on the situation concerning Sierra Leone. Tenth report of the Secretary-General on the United Nations Integrated Peacebuilding Office in Sierra Leone (S/2013/118)
The President drew attention to the text of a draft resolution contained in document S/2013/181, submitted by Australia, Luxembourg, Morocco, Rwanda, Togo and the United Kingdom of Great Britain and Northern Ireland.
The Council proceeded to vote on the draft resolution (S/2013/181) before it. Decision: The draft resolution (S/2013/181) received 15 votes in favour, none against and no abstentions and was adopted unanimously as resolution 2097 (2013).

Election of five non-permanent members of the Security Council

The General Assembly is meeting this morning hold elections, by secret ballot, for five non-permanent Council seats for the 2013-2014 term.These include one seat for the African Group, currently held by South Africa; one seat for the Asia-Pacific Group, currently held by India; one seat for the Group of Latin American and Caribbean States (GRULAC), currently held by Colombia; and two seats for the Western European and Others Group (WEOG), currently held by Germany and Portugal.

Security Council reports released
The Security Council issued two reports today, transmitted as letters from the Chair of the Security Council Committee pursuant to resolutions 1267 (1999) and 1989 (2011) concerning Al-Qaida and associated individuals and entities to the President of the Security Council.
The first document (S/2012/729) is the twelfth report of the Analytical Support and Sanctions Monitoring Team established pursuant to resolution 1526 (2004).
This report looks at two key issues facing the Security Council Committee
pursuant to resolutions 1267 (1999) and 1989 (2011) concerning Al-Qaida and
associated individuals and entities. The first is how the sanctions regime should
adapt to the change in the threat to international peace and security posed by
Al-Qaida and its associates, and the second is how the Committee can best turn its attention from due process challenges and other procedural matters towards
improved implementation of the measures.
The second document (S/2012/730) presents its position on the recommendations contained in the twelfth report of the Analytical Support and Sanctions Monitoring Team established pursuant to resolution 1526 (2004).
Since December 2005, the Committee has established the practice of
responding to each of the reports submitted to it by the Monitoring Team and
bringing to the attention of the Security Council the Committee’s position on the
recommendations contained in the reports.

Report of the Conference on Disarmament
The Report of the Conference on Disarmament to the General Assembly of the United Nations has been released. The Conference on Disarmament has submitted to the sixty-seventh session of the United Nations General Assembly its annual report on its 2012 session.
The Conference was in session from 23 January to 30 March, 14 May to 29 June and 30 July to 14 September 2012. During this period, the Conference held thirty formal plenary meetings, at which member States as well as non-member States invited to participate in the discussions outlined their views and recommendations on the various issues before the Conference, such as nuclear disarmament, weapons of mass destruction, and prevention of an arms race in outer space.

Security Council report on Children and Armed Conflict
The Security Council Working Group on Children and Armed Conflict, has submitted its annual report on the activities of the Working Group since the submission of its previous report on 30 September 2011.
This current report on the activities of the Security Council Working Group on Children and Armed Conflict was established pursuant to resolution 1612 (2005) and covers the period 1 July 2011 to 30 June 2012.

Report of the Secretary-General on the situation in Abyei
The present report is submitted pursuant to paragraph 15 of Security Council resolution 2067 (2012), by which the Council requested the Secretary-General to continue to inform it of progress in implementing the mandate of the United Nations Interim Security Force for Abyei (UNISFA).

High-level Meeting on the Rule of Law
The High-level Meeting of the 67th Session of the General Assembly is taking place at the United Nations Headquarters in New York today, 24 September 2012. The High-level Meeting will address the topic of the rule of law at the national and international levels.
According to the UN, the rule of law is a principle of governance in which all persons, institutions and entities, including the State itself, are held accountable to publicly promulgated laws which are equally and fairly enforced, independently adjudicated, and consistent with international human rights standards.
A report of the Secretary-General A/66/749 in preparation of the High-level Meeting was submitted to the General Assembly in March 2012, as requested in the resolution A/RES/66/102.

Security Council report on sanctions in Afghanistan
The first report of the Analytical Support and Sanctions Monitoring Team established pursuant to resolution 1526 (2004) has been released. It has been transmitted by letter from the chair of the Security Council Committee pursuant to resolution 1988 (2011), Peter Wittig to the President of the Security Council.
The present report, the first that the Analytical Support and Sanctions
Implementation Monitoring Team has written for the Security Council Committee
established pursuant to resolution 1988 (2011), looks at implementation of the new
sanctions regime.
The report looks at the political situation in Afghanistan as at the end of March
2012 and considers the challenges to implementation of the three sanctions measures. It considers what exemptions might be needed to allow listed individuals to take part in an Afghan peace and reconciliation process. The Team believes that, although the Committee could make some adjustments to its guidelines, it is too soon to make recommendations to the Security Council for more fundamental change.
