Security Council meeting taking place today

March 22th, 2013

Today, the 6939th meeting - Interim Security Council Chamber takes place at 10:00am. 

The meeting will discussing Discussing Security Council resolutions 1160 (1998), 1199 (1998), 1203 (1998), 1239 (1999) and 1244 (1999)  and the Report of the Secretary-General on the United Nations Interim Administration Mission in Kosovo (S/2013/72).

 

 

A senior United Nations envoy warned today that ongoing tensions and incidents on the ground must not be allowed to jeopardize the political talks between Serbia and Kosovo which have resulted in important positive developments and must be permitted to achieve their potential.

Security Council Meeting on Situation in Libya

The Security Council met at 6934th meeting to discuss the Situation  in Libya and the Report of the Secretary-General on the United Nations Support Mission in Libya, S/2013/104.

The Council proceeded to vote on the draft resolution ,S/2013/156. The draft resolution  received 15 votes in favour, none against and no abstentions and was adopted unanimously as resolution 2095 (2013).

Sexual Violence in Conflict: Engaging Men and Guidance for Mediators

ENGAGING MEN

Through joint collaboration, the organisations ‘Men Engage’ and the ‘United Nations Population Fund’ (UNFPA) have produced an Advocacy Brief, “Sexual Violence in Conflict and Post-Conflict: Engaging Men and Boys”, that explores how to engage men and boys in preventing and responding to sexual violence in conflict and post-conflict settings. 

The Brief explains that this issue is particularly complicated because men and boys are victims, perpetrators, witnesses and are central in the solution.

It is divided into three topical parts:

  1. “Sexual Violence, Peace, Conflict and Post-Conflict”: which discusses the context of sexual violence in conflict, and in both war and peace.
  2. “The Place of Men and Boys in Relation to Sexual Violence in Conflict and Post-Conflict”:which discusses the varied roles of men and boys as perpetrators, survivors, witnesses, peacekeepers, police and soldiers, service providers and change makers.
  3. “Engaging Men and Boys on Sexual Violence in Conflict and Post-Conflict Settings”: which outlines a range of policy and programmatic proposals focused on engaging men.

GUIDANCE FOR MEDIATORS

The use of sexual violence to degrade and intimidate men, women or children in war is an intolerable practice, our mediators must be sensitized to the problem and have the know-how to push for agreements at the peace table that can help stop it and to prevent its recurrence. —- Lynn Pascoe, UN Under-Secretary-General for Political Affairs

Since 2008, the UN Security Council has considered sexual violence a threat to security and an impediment to peace.  If left unaddressed, this risks undermining ceasefire agreements and possibly the mediation process itself. The UN Department of Political Affairs (UNDPA) has released new guidelines containing key principles for mediators, for instance:

  • to engage parties in discussion on this issue and to work towards firm commitments in peace accords to cease all acts of conflict-related sexual violence;
  • to include sexual violence in the definition of acts covered by a ceasefire.

Security Council Meeting on the Sudan

The Security Council is meeting this afternoon to discuss the Report of the Secretary-General on the African Union-United Nations Hybrid Operation in Darfur (S/2012/548)

The present report is submitted pursuant to paragraph 13 of Security Council resolution 2003 (2011), by which the Council requested me to report every 90 days on progress made towards implementing the mandate of the African Union-United Nations Hybrid Operation in Darfur (UNAMID). It includes an update on the situation in Darfur since my last report dated 17 April 2012 (S/2012/231), an assessment of progress against benchmarks set out in annex II to my report to the Council of 16 November 2009 (S/2009/592) and, pursuant to paragraph 8 of resolution 2003 (2011), an assessment of the enabling environment for a Darfur based political process.

Security Council Meeting on Situation in Côte d’Ivoire

The Security Council met at its 6761st meeting on the situation in Côte d’Ivoire to discuss the letter dated 11 April 2012 from the Chair of the Security Council Committee established pursuant to resolution 1572 (2004) concerning Côte d’Ivoire addressed to the President of the Security Council (S/2012/196) 

The President drew attention to the text of a draft resolution contained in document S/2012/259, submitted by France, Togo and the United Kingdom of Great Britain and Northern Ireland.  The Council proceeded to vote on the draft resolution (S/2012/259) before it.

 Decision: The draft resolution (S/2012/259) received 15 votes in favour, none against and no abstentions and was adopted unanimously as resolution 2045 (2012). After the vote, the representative of Côte d’Ivoire made a statement

The Security Council met on the 26th January 2012 at its 6708 meeting to discuss the Twenty-ninth progress report of the Secretary-General on the United Nations Operation in Côte d’Ivoire (UNOCI) (S/2011/807).

Security Council Meeting on Situation in Libya

The Security Council met this morning, 22 December, on the situation in Libya.  The report of the Secretary-General on United Nations Support Mission in Libya (S/2011/727) was discussed.  There was a briefing by the Chair of the Security Council Committee established pursuant to resolution 1970 (2011) concerning Libya as well.

    The Security Council met this morning(February 29th) at its 6726th meeting,  to discuss the International Criminal Tribunal for the Prosecution of Persons Responsible for Genocide and Other Serious Violations of International Humanitarian Law Committed in the Territory of Rwanda and Rwandan Citizens Responsible for Genocide and Other Such Violations Committed in the Territory of Neighbouring States between 1 January 1994 and 31 December 1994.
