Security Council - Sudan and South Sudan
The Security Council is currently in consultation (10am), discussing the situation in Sudan/South Sudan and the Secretary General’s latest report (S/2012/890) on the United Nations Interim Security Force for Abyei (UNISFA). The Assistant Secretary General for Peacekeeping Operations, Edmond Mulet, is scheduled to brief the Security Council on the current situation on both of these issues.

Rights to Nationality and International Law in SUDAN
This paper investigates one of the many critically important choices that Sudan is
facing in the context of the referendums on the status of
South Sudan and Abyei; the criteria that will be established to
determine citizenship of the new entities.

It is argued strongly that the negotiating parties should reject ethnicity as the basis for determining membership of the new polities and instead adopt the non-discriminatory norms established by international human rights law, providing for citizenship to be granted on the basis of any appropriate connection to the territory, respecting the rights of individuals to opt for the nationality they prefer, and with the default option based on habitual residence.

The Security Council met today to discuss the latest reports of the Secretary-General on the United Nations Mission in South Sudan (S/2012/486).
This report expresses concerns about the deteriorating relationship with the Sudan, an outbreak of hostilities on the South Sudan-Sudan border, and the economic impact of the shutdown of oil production dominated political developments and hampered progress in the Government’s state-building and reform agenda. It also highlighted positives including the convening of the National Liberation Council of the Sudan People’s Liberation Movement (SPLM), as well as the launching of a civilian disarmament process and a parallel peace process in Jonglei State, and a peace conference between the Acholi and Madi in Eastern Equatoria State.

Security Council: The situation in Abyei- UPDATE
Today, the UN Secretary General released the agreements,reached between the Governments of the Sudan and South Sudan during the first meeting of the Abyei Joint Oversight Committee held on the 7th and 8th September 2011 in Addis Ababa, S/2011/593.
On11th October the Security Council will have a closed meeting on the United Nations Interim Security Force for Abyei (UNSFA). The latest Secretary-General’s report on the subect is (S/2011/603). Last week the Council had already discussed the situation in Abyei (S/PV.6628).
This meeting was the fifth meeting since the tensions rose around the status of the oil-rich Abyei Area in May 2011. Following the incidents, the Governement of the Republic of Sudan and the Sudan’s People Liberation Movement signed a temporary arrangements for the administration and security of the Abyei Area. On 27th June the Security Council established (S/RES/1990 (2011)) the United Nations Interim Security Force for Abyei (UNSFA) which would monitor and verify the redeployment of any Sudan Armed Forces, Sudan People’s Liberation Army (SPLM) or its successor from the Abyei area.
