Security Council Meeting on Situation in Côte d’Ivoire

The Security Council is meeting this morning, at its 6947th meeting, to discuss the situation in Côte d’Ivoire and the Special Report of the Secretary-General on the United Nations Operations in Côte d’Ivoire (S/2012/196).
The present report is submitted pursuant to paragraph 22 of Security Council resolution 2062 (2012), by which the Security Council requested an assessment of the situation in Côte d’Ivoire and for a special report to be provided with recommendations on benchmarks to measure and track progress towards the achievement of long-term stability in Côte d’Ivoire; recommendations on possible adjustments in the structure and strength of the United Nations Operation in Côte d’Ivoire (UNOCI); options to reinforce inter-mission cooperation arrangements between UNOCI and the United Nations Mission in Liberia (UNMIL); and an update on the implementation of the UNOCI protection of civilians strategy.

Security Council meeting on Haiti

The Security council met today at 6845th meeting to discuss Report of the Secretary-General on the United Nations Stabilization Mission in Haiti ,S/2012/678.
The President drew attention to the text of a draft resolution contained in document S/2012/743 , submitted by Argentina, Brazil, Canada, Chile, Colombia, France, Guatemala, Paraguay, Peru, Spain, the United States of America and Uruguay.
The Council proceeded to vote on the draft resolution (S/2012/743) before it.
Decision: The draft resolution (S/2012 743 / ) received 15 votes in favour, none against and no abstentions, and was adopted unanimously as resolution 2070 (2012).

Security Council - Sudan and South Sudan

The Security Council met today to discuss the latest reports of the Secretary-General on the United Nations Mission in South Sudan (S/2012/486).
This report expresses concerns about the deteriorating relationship with the Sudan, an outbreak of hostilities on the South Sudan-Sudan border, and the economic impact of the shutdown of oil production dominated political developments and hampered progress in the Government’s state-building and reform agenda. It also highlighted positives including the convening of the National Liberation Council of the Sudan People’s Liberation Movement (SPLM), as well as the launching of a civilian disarmament process and a parallel peace process in Jonglei State, and a peace conference between the Acholi and Madi in Eastern Equatoria State.

UN perspective on Security Sector Reform

The UN Department of Peacekeeping Operations (DPKO) has published a report titled the United Nations Security Sector Reform (SSR).
This publication, the first of its kind, describes the evolution of the UN SSR agenda and showcases activities being undertaken in the field and by the SSR Unit at Headquarters.The UN SSR Perspective was produced by DPKO’s SSR Unit, which serves as the focal point and technical resource capacity for the UN system, as well as national and international partners
The SSR Unit focuses on three areas: it supports the rapidly expanding number of field Missions and Offices involved in assisting national SSR efforts. It develops guidance and fosters a normative basis for SSR. It co-chairs the UN Inter-agency SSR Task Force at the working level, and serves as its secretariat.
29 May - International Day of United Nations Peacekeepers

Today, 29 May is the International Day of United Nations Peacekeepers. Adopted by the General Assembly in resolution 57/129, the day has two main purposes:
- to honour the memory of the UN peacekeepers who have lost their lives in the cause of peace;
- to pay tribute to all the men and women who have served and continue to serve in UN peacekeeping operations for their high level of professionalism, dedication and courage.

Greening the Blue Helmets: Environment, Natural Resources and UN Peacekeeping Operations

The United Nations Environment Programme (UNEP) has published the report titled, Greening the Blue Helmets: Environment, Natural Resource, and Peacekeeping Operations.This report aims to provide a comprehensive overview of how peacekeeping operations affect and are affected by natural resources and environmental conditions. The report is a component of ongoing technical collaboration between UNEP, DPKO and DFS, to increase the consideration given to natural resources and the environment in UN peacekeeping efforts
It report has been open to peer review by all of the current UN peacekeeping missions as well as to a selected number of international experts, academics and non-governmental organizations.

Security Council Meeting on Situation in Côte d’Ivoire

The Security Council met at its 6761st meeting on the situation in Côte d’Ivoire to discuss the letter dated 11 April 2012 from the Chair of the Security Council Committee established pursuant to resolution 1572 (2004) concerning Côte d’Ivoire addressed to the President of the Security Council (S/2012/196)
The President drew attention to the text of a draft resolution contained in document S/2012/259, submitted by France, Togo and the United Kingdom of Great Britain and Northern Ireland. The Council proceeded to vote on the draft resolution (S/2012/259) before it.
Decision: The draft resolution (S/2012/259) received 15 votes in favour, none against and no abstentions and was adopted unanimously as resolution 2045 (2012). After the vote, the representative of Côte d’Ivoire made a statement

Security Council -The question concerning Haiti

Today at 10am the Security Council met to discuss Report of the Secretary-General on the United Nations Stabilization Mission in Haiti,S/2012/128.
The Council extended the mandate of the Mission, MINUSTAH , as proposed in the latest Secretary General report (S/2011/540) at its 6631st meeting on October 14th, 2011, by resolution S/RES/2012 (2011) until 15 October 2012.

International Day of Non-Violence

The Story of My Experiments with Truth, 1927
The International Day of Non-Violence is marked on 2 October, the birthday of Mahatma Gandhi, leader of the Indian independence movement and pioneer of the philosophy and strategy of non-violence.
According to General Assembly resolution A/RES/61/271 of 15 June 2007, which established the commemoration, the International Day is an occasion to “disseminate the message of non-violence, including through education and public awareness”. The resolution reaffirms “the universal relevance of the principle of non-violence” and the desire “to secure a culture of peace, tolerance, understanding and non-violence”.

Dag Hammarskjöld and Preventive Diplomacy
“I believe we have only begun to explore the full potentialities of the United Nations as an instrument for multilateral diplomacy, especially the most useful combinations of public discussion on the one hand and private negotiations and mediation on the other.”
These words were pronounced by Dag Hammarskjöld the former Secretary-General who introduced the concept of Preventive Diplomacy within the United Nations.
Preventive diplomacy: Delivering results, a recent report by the Secretary-General is dedicated to the memory of Dag Hammarskjöld, who died 50 years ago, on 18 September 1961, in a plane crash.
