Security Council - The Situation in the Middle East

On Friday 3rd August,the Council heard a briefing from peacekeeping head Hervé Ladsous on the UN Supervision Mission in Syria (UNSMIS), in a closed meeting. On the 20th July, in its 6812th meeting the council first considered the Report of the Secretary-General on the implementation of Security Council resolution 2043 (2012) (S/2012/523), and then the council considered a draft resolution S/2012/560, which sought to renew the mandate of UNSMIS for a final period of 30 days. The draft resolution has been adopted unanimously as resolution (S/RES/2059) (2012).

In a related development on Syria,on the 2nd August 2012, the Secretary-General announced the resignation of the Joint Special Envoy for Syria, Mr Kofi Annan. The SG’s statement says consultations with Arab States are underway for his successor.

The Situation in Syria

In its 6810th meeting, the Security Council again considered the situation in Syria, and in particular the draft resolution S/2012/538, that was put up for adoption by the council members. The council failed to adopt the resolution after it was vetoed, yet again, by Russia and China. Voting results are 11 in favor, 2 against and South Africa and Pakistan abstained.

1) The United Nations Disengagement Observer Force

The UN Security Council met at 6791st meeting to discuss the Report of the Secretary-General on the United Nations Disengagement Observer Force (S/2012/403).  The agenda was adopted without objection.The President drew attention to the text of a draft resolution contained in document S/2012/484, submitted by the Russian Federation and the United States of America.

The Council proceeded to vote on the draft resolution (S/2012/484) before it.
Decision: The draft resolution (S/2012/484) received 15 votes in favour, none against and no abstentions and was adopted unanimously as resolution 2052(2012).

2)The Situation in Syria

6756th meeting to discuss the Situation in Syria.The Security Council discussed the letter dated 19 April 2012 from the Secretary-General addressed to the President of the Security Council (S/2012/238)  At this meeting, the Security Council adopted Resolution 2043 (2012) unanimously; Observers to Be Deployed Expeditiously, Subject to Assessment of Relevant Developments on the Ground.

Draft resolution on Syria vetoed

Security Council members were unable to agree on a resolution backing an Arab League plan to resolve the crisis in Syria. Thirteen of the Council”s 15 members voted in favour of a draft text (S/2012/77) submitted by Morocco, but China and Russia exercised their vetoes. A veto by any one of the Council”s five permanent members means a resolution cannot be adopted.
